WECAN held its Third National Implementation Meeting at IMS–BHU, Varanasi, on 11th & 12th September 2026 on the sidelines of the 22nd Annual All India Academic Conference of Emergency Medicine EMINDIA2026.

WECAN is a collaborative, multi-stakeholder platform dedicated to strengthening India’s acute-care system. Led by the WHO Collaborating Centre for Emergency and Trauma Care (WHO CCET) at AIIMS New Delhi, India. It was established as India’s chapter aligned with the WHO Acute Care Action Network (ACAN) and World Health Assembly Resolution WHA76.2 on integrated Emergency, Critical and Operative (ECO) care. As a member of the WHO ACAN Steering Committee, WHO CCET helps connect India’s priorities with the global acute-care agenda.

WECAN Journey began:

  • First National Advocacy Meeting in December 2024. This meeting established a shared vision for integrated emergency and trauma care.
  • The Second National Stakeholder Meeting was held in Mangaluru in October 2025. Stakeholders collectively developed the WECAN Decade Action Plan 2026–2035.
  • The Third National Implementation Meeting was held at IMS–BHU, Varanasi, in September 2026.

It marked the transition from shared vision and planning to coordinated implementation. The consultation brought together 35 stakeholders, including policymakers, government administrators, clinicians, public-health professionals, researchers, academicians, philanthropic organisations, NGOs and development partners.

The meeting recognised the fragmentation across community, prehospital and facility-based services.

It promoted an integrated continuum extending from prevention to rehabilitation. Discussions aligned with Emergency, Critical and Operative care for Universal Health Coverage. Experts shared national, state and local experiences to identify practical solutions.

The WECAN Action Lab translated broad priorities into achievable actions.

Each group identified short-, medium- and long-term implementation priorities pragmatic action, accountability matrix and core indicator to measure the transition. Actions were assessed for alignment, feasibility, equity, scalability, sustainability and impact.

Experts and Stakeholders from across BHARAT participated in the development of the implementation plan and milestones to achieve the goals of WECAN.
